Britain to get "Red Light" Districts?

I noticed this article last week but never got around to posting about it (among other things, like a MLK post that's still in the works). England and Wales have proposed a new strategy for dealing with prostitution by allowing two prostitutes and a receptionist / maid to work together legally in brothels. I never realized this but

"Currently only lone prostitutes can offer sex from flats or other premises without breaking the law."
